ICL's position: Oppose Natural Gas (Fracking) Rule (Docket No. 20-0702-1102)

Over the summer, ICL participated in a negotiated rule process to regulate a new industry in Idaho. The proposed rule is a step forward but it isn't good enough. Learn more

ICL's position: Neutral Geothermal on State Land Rule (Docket No. 20-0315-1102)

ICL worked with geothermal developers and the state to create new incentives for geothermal energy on state lands, but the final rule doesn't measure up for new energy or for the environment. Learn more

ICL's position: Neutral Disclosing Electric Rate Impacts of Planned Investments (HB 554)

This bill would require electric utilities in Idaho to disclose the estimated impact to electric rates resulting from future construction of a "large capital expenditure." While a good idea, the bill raises several unanswered questions. Learn more

ICL's position: Oppose Wind Moratorium (HB 561)

In a do-over from last year, this bill would prohibit cities, counties and the state from approving any new wind turbine construction or operations for two years. Learn more

ICL's position: Oppose Green Tags (SB 1364)

Green tags, or renewable energy credits (REC), are a valuable way to support clean energy. A clean energy project can sell one unit of energy and separately sell one REC. Senate Bill 1364 changes this by making clean energy projects to hand over their RECs for free. Learn more

ICL's position: Support Legislative Study on Wind Power and Green Tags (SCR 127)

This resolution instructs an interim committee to study the impacts of wind turbines and renewable energy credits in Idaho. This is a good compromise because it allows the legislature to fully understand these issues while fostering clean energy. Learn more

ICL's position: Support Natural Gas Fees (HB 460)

This bill would increase the fee for a natural gas drill permit from $100 to $2,500. Learn more

ICL's position: Support Adopt the 2012 Idaho Energy Plan (HCR 34)

This House Concurrent Resolution adopts the 2012 Idaho Energy Plan. The plan continues to prioritize energy efficiency, conservation and renewable energy. But the plan also continues to lack policy measures to achieve these priorities. Learn more

ICL's position: Support Natural Gas Penalites and Enforcement (HB 463)

This bill would add enforcement and penalty provisions to be applied to the natural gas industry. Learn more

ICL's position: Oppose Natural Gas Industry Proposal (HB 464)

This bill, proposed by the oil and gas industry, confuses rather than clarifies the issue of local control and allows additional chemicals to be injected into the ground. Learn more

ICL's position: Oppose Wildlife Auction Tags (SB 1256)

This bill creates special big game auction tags and directs proceeds to the Idaho Department of Fish and Game (IDFG) to be used for sportsmen access programs, wildlife habitat projects and wildlife management. However, this bill also restricts the ability to use funds to retire grazing allotments in areas where conflict exists between livestock and wildlife, such as bighorn sheep. Learn more

ICL's position: Oppose No Restrictions on Motorized Vehicles as Hunting Tools (HB 542)

This bill would prohibit the Idaho Fish and Game Department and Commission from restricting the use of motorized vehicles as hunting tools. Learn more

ICL's position: Support Tax Deduction for Energy Efficiency (HB 485)

This bill updates Idaho's current income tax deduction for residential energy efficiency investments by expanding the number of eligible homes. Learn more

ICL's position: Oppose Hot Pursuit of Wolves (SB 1305)

This bill would allow the killing of wolves (who have taken livestock) by any means necessary and without the oversight of the state. Learn more
