Geothermal on State Land Rule
Docket No. 20-0315-1102
ICL worked with geothermal developers and the state to create new incentives for geothermal energy on state lands, but the final rule doesn't measure up for new energy or for the environment.
ICL favors clean energy development and was excited to be part of geothermal rulemaking for state lands last year, but this rule fails on two counts. The rule leaves too much uncertainty around rents and royalty rates, making it difficult for project developers to finance new projects. The rule also has unfortunate holes in environmental protections, such as allowing drill rigs in the middle of rivers and failing to address geothermal fracking. We'll be happy to work with geothermal developers and the state in a do-over next year to get it right.
