Jacob Bernal
Legislative Fellow

Jacob joined ICL in 2023 as a Legislative Fellow to assist ICL’s government relations program during the 2023 Idaho Legislative Session. His main priorities are to track bills, committee hearings, and other issues related to ICL’s legislative goals. Jacob also pursues engagement efforts to encourage supporters and legislators to advocate for Idaho’s environment.
In 2022, Jacob earned a B.S. in Public Policy & American Government from Boise State University, with an environmental emphasis. He worked in the field as a water quality monitor for two years in the Snake River Basin, focusing primarily on CAFOs (Concentrated Animal Feeding Operations). Shortly after, Jacob researched U.S. water policy shifts and equity challenges at the water utility level. He then found himself in the Colorado River Basin, where he assisted Tribal communities in moving forward with high-priority water projects.
Jacob grew up in Nampa and is a native Idahoan. You can find him fly-fishing the desert rivers, on a bike trail with a lot of goatheads, or in the most illogical place searching for a geocache.
